# Planilha de Necessidade Financeira
No início de cada exercício, a gerência de programação financeira irá liberar as cotas para contemplar as despesas de custeio de cada órgão. Despesas finalísticas não recorrentes deverão ser discutidas com a SEF **após o preenchimento da planilha abaixo**.
Nela o gestor deverá buscar o histórico recente de gastos do órgão para contrapor com as necessidades atuais. Após o preenchimento e envio da planilha, os valores deverão ser apresentados ao tesouro pelo responsável pela gestão financeira do órgão.
Dependendo do alinhamento, o Secretário da Fazenda poderá se reunir com o responsável pela pasta para definirem o que não foi possível apenas com a área técnica. A planilha será enviada no fechamento do exercício anterior, abaixo está o modelo de 2026.
